No. In your example, eBay's final value fees (FVF) would be based on $27, not on $29.

If it's on the $20 baby doll..........looks like you have the shipping at $10......but don't know if this is an example with bad math or typing error......
Your "formula" is correct........price+shipping+tax........is what fees are based on.......

Lets see a screen shot of the break down that eBay shows you. Judging by your math, it's wrong and fee's were based on $27.00.

In the specific example you gave the fees should be based on $27, not $29.
But yes, eBay fees are based on the total buyer payment and not just the item price.

Selling fees based on $27. You could have additional fees if you "promoted this listing" or "international fees" if your customer is located in a different country.

I was just using this as an example, I'm trying to figure out why ebay is basing their fees on a price that is higher than sold price +shipping+taxes. If you can explain this it would be greatly appreciated

Not sure what you mean............the example above shows the buyer paid $151.55 (item price/shipping/tax) and that's what the fee is based on.......$151.55x12.9% =-$19.55. There is also a 30c transaction fee added on to that.

The final value fee has two components. First is a percentage of the final value, which is the total paid by your buyer, which is the sold price + shipping + taxes AND any separate handling charge AND any other applicable fee. The second is 30 cents per order.
This is how eBay's User Agreement defines their FVFs:
"This fee is calculated as a percentage of the total amount of the sale, plus $0.30 per order.
The total amount of the sale includes the item price, any handling charges, the shipping service the buyer selects, sales tax, and any other applicable fees."
An example of "any other applicable fee" would be California's electronics recycling fees.
I suspect there may be other details to this transaction that you have not mentioned. Such as -- did you have unnecessary features in your listing, like a subtitle? Did you use eBay's promoted listing feature? Was your sale considered "international"? American sellers who have "international" sales are charged an additional 1.65% of the final value (the total amount paid by your buyer).

eBay fees are based on the total amount of buyer’s payment … regardless of the individual components of the payment.
If buyer paid shipping separately … then fees include shipping costs. Same with tax.

Thanks for the additional info on this sale.
What's confusing is the transaction amount near the top. I don't understand why eBay says it's $140, which is clearly only the cost of the doll ($110) plus the shipping ($30). I hope somebody with more experience can explain this.
The buyer bought the doll for $110.00. Shipping cost was $30.00. Sales tax paid by the buyer was $11.55. This all adds up to $151.55. That's the final value. That's the total amount paid by your buyer.
The final value fee percentage for dolls is 12.9%.
$151.55 x .129 = $19.55. Add the 30 cent fee, and your total final value fee is $19.85.
The FVF was correct, based on the total paid by your buyer.
