apparently a buyer can submit false information (i.e. flat-out lies) for the return reason and there is no recourse...

nobody's standing behind a B&M requiring them to give a refund... they have the option to say no...

Yes on ebay anything for sale can be returned regardless of the sellers policy.

Then they can just go to their Credit Card issuer and obtain the refund and quit shopping at that particular B&M.

They tag them with a special warning tag, and if it's removed they will not take back the dress. A smart shop will tag the dress where the tag cannot be hidden while wearing.

Just offer free returns and your buyers won't have to lie to return something they no longer want. Buyers today expect to be able to return anything for free. I have offered free returns on all of my items for years. Do I get returns yes. I just relist and sell it again. Its a cost of doing business. If you are a TRS seller you can deduct up to 50% of the purchase price to cover the cost if the item is not returned in the condition you sent it. If you are TRS plus seller you get 10% off your FVFs that offsets the costs of offering free returns. 

 

Heck I won't buy anything from anyone if I know I can't return it.
