Don't read the messages.

He can't harass you, at least on ebay or in your messages, if you ignore him...... just delete the messages, unread..........

I must have missed some information. How are you being harassed?
By a buyer or by a seller?

If it has anything to do with the neutral you got, you both seem like people who aren't pleasant to deal with

What action do you want eBay to take?
Did you know that you can put this person on your blocked bidder list and check off the box where it says you do not want any messages from him/her?

Never engage in a back and forth unwinnable "conversation" with a buyer.

All this fuss over some panties? Oh my 😮

There is no compulsion to answer any messages that are not information based.
As soon as conversation starts to go wrong It is time to stop responding to messages.
If you insist on proving to your buyer or seller that you are right then you are choosing to have an argument.
eBay are governed by laws, rules and regulations and foul and abusive language which is not tolerated and when reported eBay will take action against buyers or sellers and will not disclose what if any action they took as this is against the law.

Gives a new meaning to panties in a bunch

The easiest action to take is to delete any messages from this buyer. Don’t even read them. If you enjoy the fight, continue to read and respond to his messages. If not, you have a fast and easy solution, and one that doesn’t require eBay to do anything.

By now you recognize the ID.
Delete without reading.
Delete, delete, delete.
Same with emails.
Delete without reading.
Delete, delete, delete.

So what is it that you expect eBay to do? Ban the buyer's account just because they became angry and sent you rude messages? Keep the buyer from continuing to spend money here just because you don't like something they sent privately to you and only you can read it?
Ignore them, don't give them anymore of your time. Concentrate on selling. Best of luck to you....
