I shipped some electronics hardware to Australia via the ebay international shipping program. This included a laptop & specialized software. The software was preloaded in the laptop. The software was also included on a blank CDROM & on a thumb drive. The software was licensed & paid for. Is expensive software. The buyer is claiming the CDROM is missing as well as the thumb drive & is now filing with ebay. These items were sent in the packaging that I sent to the ebay shipping hub. A couple of things could have occurred. 1) Ebay repackaged the items & lost the CDROM & thumb drive 2) Ebay or customs took the software thinking it was pirated. 3) The buyer is scamming me to return the items or just wanted the software.

Once you have shipped thru EIS shipping, it is not your problem. Don't let the seller bully you. eBay takes care of things on that end because you used their shipping feature. If the customer continues to harass you, you can report them for buyer abuse. Sorry for your situation and frustration.

Elaborating on what @ckimodog posted, below is a link to the eBay International shipping program. Once you pull the policy up, scroll to the heading Returns and Refunds. This section gives info regarding how buyer concerns are handled.
Like Post #2 stated, sellers using eBay’s int’l shipping program are not on the hook for refunds, and if any neutral or negative feedback is left, it will be removed as well.

Does the EIS always open/repack items that are processed through? (Not asking about customs) I was aware that items sold to Germany would be to conform to the laws of that country but does EIS open or repack items that are sent to other countries.?

Okay. Am I reading this correctly? See below. Ebay refunds the international buyer & the seller keeps the sale? I, the seller, doesn't lose the money made on the sale? This sounds too good to be true. How can ebay do this? I know the international buyer pay a high fee to use the ebay international shipping program. When a US buyer files a claim, the seller is almost always the loser. What happens to the returned item? Says the items may not be returned to the seller. Why would ebay return the item to me if I retain the sale?
When a buyer opens a return, we'll refund your buyer and you'll keep the sale. When the return is received at the eBay International Shipping inspection hub, it will be inspected to make sure it's in the same condition. We'll then issue the refund to the buyer's original payment method, usually within 5 to 7 business days of the item being received at the hub. Returned items and items that couldn't be delivered to the buyer may not be returned to you.

The buyer terms and conditions for eIS state that “eBay and its vendors are authorised to open and inspect any EIS Item without notice for due diligence purposes.”
I’m in Canada. I’ve purchased two items of clothing that were forwarded through eIS and neither package appeared to have been opened for inspection.

If EBAY refunds the customer's money (they keep the item). You would never get to keep both (your money + your item). That would be unjust enrichment.

Yes. I agree. I shouldn't get the item back if ebay refunds the seller payment & I keep the money from the sale as well.

Yes, we've had several undeliverable packages or returns for various reasons with the eIS, and every time, eBay has issued a refund from their end, but our funds were untouched, and the item was returned to the eIS center (or not required to be returned, in at least one case, according to the buyer) and we never saw it again. Works out well from everyone's perspective, and they'll even remove any negative feedback (there may be a few reasons negative feedback would be allowed to stand, it's a bit vague in places, but anything related to shipping or the cost would definitely be removed).
