sold an item for 389.98$. But the buyer canceled the order and I refunded him.Now I have to pay ebay fees.Do I have to pay the fee even if the order is canceled?

The buyer can't cancel an order, they can only request to have it canceled.
You have to cancel the order to have your Ebay fee's refunded.
