Provide your full SSN that eBay requires by law, and your payments should be released.
Then go to the IRS website and read all you can find about how income tax works...........

Your total sales including shipping costs are included in the $600 minimum. The original sale BEFORE REFUND is also included. If you claim your business expenses on your taxes, you can deduct your refunds, shipping and other expenses at that time.

eBay must send you (and the IRS) a 1099-K if they process $600 or more for you in 2022. This includes the total amounts that buyers sent to you for the item cost plus shipping and handling. The total for your 1099-K does not subtract any expenses, such as refunds, eBay fees, or postage costs. All of those are deductible expenses when you file your tax forms.

@nycgzc In addition - you have already exceeded the $600.00 yearly limit just in your solds thus far for 2022.
No matter the refunds, non payers etc, given the fact that you have more litems listed, I would say it is a given that your $600 limit will be surpassed well and truly in a couple of weeks, so yes - a 1099k will most definitely be heading your way for 2023

...giving eBay your SSN...it's required by IRS and eBay has to comply...also for you as well...
...what ever either exactly $600 threshold or more, or less is an exercise you have to solve with IRS when filing your income tax in 2023, not 2022...
...any refunds, shipping costs, any others costs when selling on eBay are business expenses and, they can be written-off from the gross income amount which will be shown on eBay's 1099-K sending to you at the end of this year...
...take a deep breath and relax...you might find out you owe nothing to the IRS if you can afford a well-established, professional tax accountant...

Yes, you'll be getting once since the TP payment processor paid out over $600. When you file, you can deduct the refunds from the total sales amount.

One has to wonder at times how many sellers/former sellers there were out there that didn't have a SSN to begin with.

Residents who are not citizens would have a ITIN which serves the same purpose, I understand.

You will have to provide ebay the number. Once you provide them the number, your payment holds should be released quickly. It simply can't be avoided on most platforms.
Good luck!

One would think that would be the case but the OP has been selling for well over a year and eBay is just now getting around to asking for the SSN or ITIN? Something seriously not adding up here.

If they are lawfully present in the U.S. and in an immigration / visa status that allows them to work.

Every seller has (or will) experience this.
eBay has no idea how much you will sell, and if you go over $600 and eBay does not have your SSN, they are in violation of the law.
So if you want your money any time soon, you will need to give eBay your SSN.

I believe that eBay was at first only asking for the last 4 digits of the SSN/ITIN, unless or until the seller was close to the federal threshold (or their state threshold, if less than federal).
Now that the federal threshold is so low, they are probably catching up with a lot of sellers who didn't need to provide their full SSN before now.
