Did you submit a report of some type? Why it was sent to you in Chinese and you're in the US is beyond me.

That appears to be text from the form letter generated when a seller is reported to eBay for a policy violation. If the seller was registered in China, that would explain why the report was in Chinese.
Here is the full text of presumably the same form letter I received in English:
"Thanks for submitting your report – we’ve received it and are looking into it.
Once we’ve completed our review, we’ll take action as necessary. We strive to create a safe and fair marketplace for all our customers, and we take any breach of our rules or policies very seriously. In situations where we find these rules or policies have not been followed, there are several actions we may take. These include:
- Ending or cancelling listings
- Hiding or demoting listings in search results
- Lowering the seller’s performance rating
- Restricting or suspending the account
Given the sensitive and confidential nature of investigations like this, we can’t disclose our findings or any subsequent action we may take with anyone other than the account holder. There is no need to contact us again regarding this issue, as we won’t be able to provide you with any further details.
