I have a question for the other eBay sellers. I listed my doll in November for sale. I had a lot of bids and she is a beautiful vintage doll. I had a lady come and beat out my other bidders and then retract her bid. Ok some times things happen. Then she waits to the end of the auction and bids again. Then she wins it. She pays for it and I get her ready for shipping but it says processing. She also is a seller on eBay so I was thinking she was ok. She then contacted me that she don’t have funds to pay for it please cancel it and repost her and she will buy it the next day . I refunded her money. I did not want her to buy anything ..I just did not want to deal with her. She then goes to my other antique bisque doll auction and does the same thing bids up my doll and cancels bids. So I called eBay and I ended the item. So frustrating I’m losing fees and my regular bidders probably won’t be back.

I would first cancel the buyers bids then add that buyer to my blocked buyer list

Just one more reason in an inexcusable and innumerable list of reasons this site is HORRIBLE for sellers, in my most humble opinion...

That's why we can block buyers from buying and bidding on our items.

If a buyer hasn’t paid within 4 days, on the 5th day you can go to your Seller Hub to cancel the transaction using the “Buyer hasn't paid” reason and this gives the buyer a strike and you can relist. In future to have eBay automatically cancel your transactions due to non-payment:

EBay has a Blocked Buyers List available to prevent just this sort of tomfoolery.
Follow @ebooksdiva 's link and Block her.
Add "no communication".
In theory this also Blocks any other IDs she uses, although that maybe address based rather than account based.
Since you seem to have missed two of the most important Seller Protections, have you registered for Managed Payments so that eBay can transfer your real payments to your checking account? You will also need to supply your SSN.
If you use Fixed Price you can add Immediate Payment Required, and your listings will be visible for 30 days or until someone actually stumps up the cash.

You are, of course, entitled to your opinion that this site is "HORRIBLE for sellers".
But the fact in this case is that the OP could have blocked this particular person after the first incident, but didn't. This is not evidence of how the site is horrible, more like the OP did not understand her options.
