If the buyer used the sponsored listing to find your item (even though they are returning) you pay the fee.

They "click" on any sponsored listing starts the '30 day clock'. It does not matter what the buyer purchases, only that what they do buy is also in a promotional campaign. If they should hit another sponsored listing, it restarts the clock.
So if you feel like you have to promote everything, there is a good chance you will paying ad fees on everything as well.
Though I don't know what you sell, maybe just promoting ONE item in a class may be the answer to your dilemma. As a buyer I usually look to see what else a seller offers. If I buy something else instead and you don't have that "something else" in a promotion, you won't pay an ad fee......Yet, of course.

Well, technically the promotion led them to buy the first item and then to keep them you will be paying extra as well.

I don't think you are being charged again because the first purchase was through promoted listings.
You're being charged again because they clicked on a promoted listing (again) the second time around.

It is true regarding halo fees: the idea is that since the buyer found your item by promoted listings, it's only fair they (Ebay) charges a halo fee (promoted fee) on subsequent purchases, within a 30 day window, provided the subsequent purchase/s are promoted as well.
The problem with this is that buyers are unable to find your listings in the first place without it first being promoted.
This is what happens when you stop promoting (stopped March 12th). I have 74 followers: I guarantee 95% of those views are repeats. See chart below.
The only question that sellers should be asking: how much can you shrink your margins while still making a profit?.
I believe after March 30th, it'll be even more difficult to have listings sold organically.
Let us wait and see.

You have NO WAY of knowing that.
Anyway; they found your ad on THIS SITE and they found THAT LISTING because you were using Promotions.
So- ANYTHING they buy going forward will charge you Promo Fees.
I would 'flat rate' those percentages and plan on EVERY SALE will be charged.
Then, you don't have to worry about it and if a 'sale' occurs WITHOUT a Promo charge- you can celebrate.

I have been taking my items off promoted listings.
I sold something lately which was still under the 30 days you get charged even though it's no longer promoted...and I did not get charged under the promoted listing...it was an International Buyer if that makes it different...but I was a happy camper.

I have never listed a promoted item without increasing the price of the item to not just compensate for the promotion but actually make a profit just from that, too...
So for example, a $20 item.
Promote 10%
Raise price of item to $26
Because we're also still paying FVF's.
And why not, with that strategy it's easy to beat every other competitor too.

There is no way to tell if the first sale was a result of the item being promoted or if it would have in fact sold generically had it not been promoted.

In reality they have NO WAY of knowing that the buyer found the listing because the seller was using PL. The buyer could just has easily have found the item if it had been an organic listing. Far too many sellers assume that PL increases their sales when in fact it may not. The one thing that is for sure about PL is it increases eBay's profits and reduces the sellers unless the seller is adjusting their prices to factor in the PL cost.

This is an old post; I don't know why it's here now.
The product I sold was not very popular, buyer bought $400 worth in the first order, after the order was delivered, the came back and bought another $400 worth, then $300 worth. I was charged promoted for all 3 transactions from same buyer, eBay's fees were paid for the first promoted listing, but should not apply to subsequent transactions from same buyer since I brought them back, not eBay.

This is not what is happening. Buyers who already found the item and may be watching it or have purchased it prior are being pushed into clicking PL links for said item/items by eBay.
