eBay is removing 'Buy It Now' and adding 'Add to Watchlist'

eBay has been removing the 'Buy It Now' option from my listings - so that customers can only 'Add to Watchlist.'    This problem has been happening for over a year, and eBay offers no help or understanding.  Anyone know how to solve this issue?

That's part of the issue.  None of these 200+ listings should have quantity 0.   And when I click 'revise' it shows quantity is "1".

Actually, I just revised it to quantity 1 and the issue remains.

You would think that'd be the case.  However,  active listings shows quantity as 1.  This is part of the issue.   Revising the listing does nothing to solve the issue.

where/what screen from the admin side are you revising the quantity?

From the listing directly.   'Revise your item'

Have you tried doing it from 'Manage Active Listings' Screen...

(either from the 'Out of Stock' status, or the regular page which should show the quantity in a column)

or does it show "1" from your active screen, but not showing the Buy it Now on the actual listing?

on occasion, it seemed like when i did the hard way "Revise your Item" it did not accept the update

add: (promoted listings seem to be a common denominator on some errors too)
