eBay has introduced new metrics only for sellers in specific regions.
From what I understand, these have never been shown in the Seller Updates.
Also, they are not Seller Performance / Service Metrics. They are new additional metrics.
Could you please take a look at the link here?

Only sellers having their registered address in the following regions are being evaluated:
Sellers with a higher than market average “Item Not Received” (INR) rate may be subject to a range of actions, such as eBay ending or removing your listings, enforcing buying or selling restrictions, adjusting your selling limits and/or suspending all relevant accounts.

And there are people who have been affected by this silent update.

It turns out they received an email like this.
--It's a quote.--
"After evaluating your transactions, your account's shipping performance does not satisfy the requirements of the Shipping Performance Policy - Item Not Received Rate. The restriction that will be applied to your account:US CORRIDOR BLOCK + END LISTINGS The evaluation result can be checked by eBay seller dashboard https://export.dashboard.ebay.com/ Thanks, eBay"

Since I am a Japan seller, I was able to click on the link to see the metrics.
My opinion:
I am a seller living in Japan, and the eBay Japan support team announced this in advance.
However, I am disappointed to find that this only applies to specific regions. (I imagine it will be applied to your region as well.)
The value of eBay is in collecting products and collections from all over the world. I have doubts about introducing new indicators only for specific regions. I'm disappointed.
I will ask eBay for an explanation.

I think, though I'm only going off other reports I've seen, that this basically brings you into the same program that has been in effect for some other regions. Currently, US sellers don't face the same penalties for high INR rates, but it is on our dashboard. If you're getting high INR rates, though, you should be looking into why, not worrying as directly about whether eBay will sanction you, but figuring out how to solve the underlying issue.

The explanation is those are the regions with the most consistent INR problems due to having to ship internationally and the number of dropshippers that are involved that continue to provide a bad buyer experience thru the number of INR's filed against them.
I do agree that all countries should be under the same metrics. Ebay should have implemented these initiatives world wide 10 years ago.

I always include a tracking number and the buyer is happy, so I won't be penalized. (It seems to be a yellow light now. Honestly, this is one of those cases where the buyer refused to receive the item and opened a case.)
My other complaint is that I only found out about the penalties on this forum. They're not written on the page. Maybe it's different depending on the region or country.
Thanks reply!

https://community.ebay.com/t5/Selling/restriction-in-selling-in-US-corredor-or-ebay-com/m-p/34195165
I will summarize the points of discussion:
I understand that eBay wants to eliminate sellers who disappoint buyers.
But,
- Why can't the standards and penalties be clearly stated like with Sellar Performance?
- Why is it only introduced in specific areas?
Isn't eBay fair to buyers and sellers around the world?

I already answered your 2nd question in post #3.
