Good day everyone. I am selling digital CAD plans of an advanced router. A buyer bought an item, received it then opened a case claiming that the usb dongle with CAD project was not what he expected and that the item was different from the description. He didn’t go further into details and eBay happily refunded the buyer despite the fact that I did fulfil my obligations as a seller in full and provided a mail receipt that the item has been sent to the buyer. A previous discussion with an eBay representative confirmed that the buyer simply wanted a free gift at my expense.
This is not the first time eBay harasses me with complete neglect for seller protection, I need help how to deal with this type of fraudulent behaviour from this company.

You said you fulfilled your obligation as a seller in full and provided a mail receipt that the item has been sent to the buyer. You would definitely win an item not received case but the buyer was claiming what he received was not what he expected, and was different from the description. That would be an item not as described claim.
When a buyer files a not as described claim if you want the item back you must provide a return label and refund when the item is returned. eBay does not decide if your item matches the description or not. They just want to seller to fix the problem and address the buyer's concern. If you don't you can end up losing the item and the money, and you'll get a DEFECT for having a case UNRESOLVED by the seller.

If a buyer receives an item that doesn't match the listing description, the buyer needs to request a return from My eBay. The seller should address the buyer's concern and offer a solution, such as accepting a return, offering a replacement or refund.
If the buyer doesn't receive a response or solution, or returns the item but doesn't receive a refund or replacement from the seller, the buyer can ask us to step in and help. "
The buyer filed a claim and you did not respond with a solution, accept the return or provide a return label!
"When an item isn't returned to the seller
In some instances, we may not require that an item be returned to the seller. In these situations, we refund the buyer and may seek reimbursement from the seller, for example if:
The seller chooses not to accept a return request or provide a return shipping label."

If you lost your money it was your fault for not providing a return label. Once you provide a label it was up to the buyer to put something in the mail by 5 days. If they don't then your money is returned back to you.
As far as the category you listed in, it was the wrong category. You were not selling a router. It appears you were selling digitally delivered goods, PLANS to build something. "Please Note: These Plans are digital files only"
Therefore, IF you were an APPROVED seller for digitally delivered goods they needed to be listed in Everything Else> Information Products> Other Information Products. Did eBay approve you to sell
I'm sorry if you lost $ but it was due to not following policy. And being rude to people with factual information is not acceptable behavior here.

eBay staff confirmed that the buyer is simply looking to get the product without paying
Ther is no way eBay customer support can "confirm" what the buyer received or whayt his intentions are.
eBay CS knows that buyer will win the case and there is nothing eBay CS can do about it, so they are simply telling you what they think will get you off the phone so they can deliver similar news to the next seller who calls because he lost a case.

Did you accept the return and provide return shipping.
If buyer filed an INAD and had to ask Ebay to step in, they can refund the buyer without them having to return the item.

Also, keep in mind:
Listing an item on eBay and then purchasing the item from another retailer or marketplace that ships directly to your customer is not allowed on eBay.

Plain and simple eBay just doesn't give a **bleep** about the sellers anymore.
At the rate buyers and sellers are leaving eBay to can't survive much longer.

He sold digital files on USB media which was shipped. It was NOT downloadable digital files.

He sold digital files on USB media which was shipped. It was NOT downloadable digital files.
From the listing:
"We will send you this package as a download link after you purchase the
plans."
It was a downloadable link.
