Why are sellers NOT allowed the option to leave NEGATIVE feedback On occasions ? only option I was allowed was a positive feedback(was allowed to type whatever but only option was positive feedback?) for what I felt strongly about a dishonest buyer!

to be able to let other buyers know this a fraudulent account and not to ship.
sorry if I didn't spell that out for you.
any new or bad account can easily add a fake or stolen cc without changing their username.

any time i get a bidder with zero or very low feedback, I contact them immediately. Many times it is just a new buyer but about 5 out of every 100 is a bad buyer that does not reply.
I get the immediate payment thing but not all listings warrant that.

Very Well explained. Ebay never wants to have a level playing field for its sellers. It always about their pockets and not ours

So "good" buyers always reply, and "bad" buyers never do?
If you can tell the difference between good and bad buyers this way, why do you need to rely on feedback at all?

Who do you think reads your false negative?
Not the buyer. He already knows what you think.
Not eBay. Unless the buyer Reports you and you earn a defect for the removed false positive, Feedback is not used to assess member accounts.
Not your fellow sellers.
Most transactions are Fixed Price. We meet our buyers when they buy.
Most Auctions, only 15% of listing in any case, include Buy It Now Prices or sell at the last second to a single bidder. We meet our buyers when they buy.
The only one who reads seller feedback is the careful buyer. And what will be her reaction to a seller who badmouths customers?
I think feedback is a 20th century relic from the days when online buying was an adventure into the unknown and having feedback from other buyers and sellers was soothing.
Perhaps a better solution would be a "completed transactions" count that recorded the number of purchases and sales for each member plus a record of the number of Disputes, failed or successful.

yes, good buyers reply and bad ones do not.
I cannot tell who is bad and who is good without this practice.
You seem to be missing my point but that's not totally unexpected.
