I had an issue two days ago. All my single-card listings in my eBay Standard Envelope Policy got switched to Priority Mail. So my listing was showing up for over 9 dollars. I tried to fix it by reverting to the eBay Standard Envelope. That did not fix the issue but caused a new problem.
Now, old and new listings cannot be purchased as it will show the seller does not deliver to this area. It will now show ask seller for quote. This affects 700 of my listings.
I called my ebay merchant line and was told its a reported issue and slated to be fix Jul 7th. But I search board and the sports card board and did not see any seller complaining about this issue.
Has anyone has this issue or someone blowing smoke? Either way I can do anything cause new listing under standard envelop also doesnt work.

Yes, that's where I fixed it and changed it from Priority Express back to Standard Envelope.
This is new since I sold a card just last week without any issues using same business policy.
I tried to create a new policy and system, but it says I cannot create a duplicate policy.

Make a new policy, name it pony. Set it for standard envelope and make 1 thing about it different than the old policy, make it a penny more, a penny less, change the handling time, something.
Then switch all your cards to the pony policy.

Ship the cards as Ground Advantage. It took the place of First Class packages. You should be able to ship cards for about $4.25.
