I've been a seller on here for many years. I started handling my transactions/payments in a new fashion at the start of 2020. Rather than wait for a bill, I'd sell a few items and pay my balance to $0. I'd write down all of the related expenses to each transaction in a ledger (individually). I instantly noticed that ebay's itemized fees were not adding up correctly. I don't upgrade anything, nor do I pay insertion fees - only FVF and store fee. For example - after paying my balance to $0.00 and selling an item, I would see an FVF of $10 for the item and an FVF of $1.00 for the shipping. I would jot those down in my ledger and notice that somehow my new balance was $11.23.... I called and asked and they informed me "when your store is billed on the 15th the system audits itself and everything will get worked out. If there is an overage it will be offset against your store cost" - OK, good answer. I continued keeping an eye on it and the store cost was not affected. I did however, find an on-going pattern of itemized FVFs not tallying up to the new outstanding balance.... Several more calls over the last 8 months and several more excuses and "we're looking into it".... I've noticed it brought up a couple times from others in Facebook as well....
So, September comes and I get moved over to managed payments. The last 2 weeks of August added up to about $4.75 worth of these charges (as I was only paying the actual FVF fees as they came in). Any pennies per transaction that ebay was adding incorrectly were left on my balance. In the example above, I'd only pay $11.00 instead of $11.23. Because there was no resolution I downgraded my store. Sadly, ebay attempted to double-charge me for the first 2 weeks of September (even though I downgraded way in advance). I noticed around the 15th of September when the invoice was generated and called them. They apologized and agreed to reimburse me my store cost for August... sadly this didn't happen and they pulled the cash from my bank - including that $4.75 overage...
I called them back and they immediately applied a credit to my account - seeing they should have done that the week prior before touching my account. This credit was applied and gave my invoice a positive balance of $16 and some change. I've not sold anything since (and even if I did it would just come out of my managed payments money).... but somehow that positive balance is now $14 and some change.....
I want to alert the community since this does appear to affect everyone. Keep a closer eye on how ebay is charging you. What I've observed over the last 9 months is skimming into your profits - and hiding it. The fees per category are calculated correctly, but not added correctly - and unless you're paying every since FVF as it comes in, you may not notice. I cannot explain why my balance would change and cannot find anything in the expenses as a charge... but the numbers are dropping.
Just a heads up to the community as this is most likely a "new feature" of a "glitch" that I'm now continuing to see in a different form now that I'm on managed payments.

Just a suggestion. Take a look at some of those transactions and see if they involve any sort of "sales tax" charged to the buyer. eBay will credit a seller for the full amount long enough to charge fvf's the tax the buyer paid, and then remove the "tax" amount after the fact. It could be your issue.

No, it has nothing to do with sales tax. After I got placed on managed payments they agreed that my total invoice of $16.42 included unauthorized charges - mainly the double-billing for the Sept store. I waited 48 hours for a credit that never arrived and the amount was pulled from my bank. I called back and they credited me $22.88 on the 24th.
The big problem is... somehow (without incurring any type of additional fee, etc) my outstanding balance is $14.00 (positive)... the invoice balance is slowly fading away with no activity at all. I'm on the phone with them now to explain it and they cannot. They did find that a $35 shipping label charge is pending to hit my invoice... and they noted that was incorrect as well since I cannot buy labels on their dime (only from a current balance or CC)

Some shipping charges are invoiced such as shipping with Fedex or ebay international standard. Return shipping is also invoiced.

Just as a follow-up I can confirm ebay skimming money from my invoices. After nearly 9 months of observing this (continuing into managed payments now) along with the last 2 months of dealing with complete fraud originating from ebay (not buyers!) - I've decided to close my store. I removed about 75k worth of product today and am exploring other options after many, many years of supporting this site. Life goes on and I feel relief and optimism for doing what is best for my business.
To fellow sellers out there facing these issues - just make the move. ebay is not everything and is dwindling. Stop clinging to it. It was once a great tool, but has eroded into a poor state that resorts to stealing from sellers and allowing fraudulent behavior to continue. On top of everything, Managed Payments is not as they make it seem in the advertisements. Wait times are too long and many fees are an increase over paypal (especially if you sell internationally).

On what basis do you make the claim that this "appears to affect everyone"?
How many other sellers have told you that it is happening to them?
Because you posted this 3 days ago and no one else has posted to say they were affected.

But.. but... that was October... Your store is still open for business with over 700 items. What gives?????

I noticed years ago, the invoices were not adding up correctly. One day I decided to go over every transaction, with a fine tooth comb, I found some errors, and I then knew I was being cheated. It’s sad because it’s not easy going over every single charge, the invoices are so busy, and cumbersome. I had vowed I would do this every month, let’s just say that didn’t last long, so who knows how long we’ve all been cheated, and this was years ago, so this new system wasn’t around. It’s been nearly 21 years since I’ve been a seller, it is no longer fun!

LOL yup. Sold items pretty steady all the way back to November.

The fees have gotten too much for me to keep selling on ebay. I sold something and the total was $815, they took $108 which is about 13.2%, after I have a few more things to get rid of, I am going to find some other way of selling or just stop doing it. If it is different if you guys have a business here, but as a casual seller, it just seems too much.

If you can sell your PS5 locally for the same price, why would you list it here? Any increase in fees from being in Managed Payments is minimal, so why were you surprised? You do know you're not paying PayPal now, right?

Of course I know I am not paying paypal, I prefer not to meet in person to exchange large ticket items. My point is the fees have gotten out of hand and I will try to find other ways to sell. I am not sure anybody would think that 13% fee to sell something is right. I honestly do not know how most people here that rely on this as their income can continue to do business with ebay.
