eBay Coupon Code generation - question about setting a budget

I'm in the middle of creating my first coupon but don't understand the section "Set a budget" which explains it as "set a limit on how much margin you have for your coupon".

What do they mean about how much margin? 

The coupon is a private one for a buyer who bought four of the same thing and I want to prompt them to buy more and get a discount.

I think that is not necessary to input in order to send the coupon, it is just for the seller's eyes only

I'm stumped again. I created the private coupon and don't know how to give it to the customer. I launched it.

I know I can share it on social but I want to give it to a specific buyer.  Can I do that via eBay's messaging system?

did you read the link i provided? all info is there.

I read it and bookmarked it but can't find a specific way to send to one previous buyer. When I launched the coupon, it gave me the social networks I could share with or use email.  I don't have the buyer's email address so the only thing I can think of is that I have to send it via eBay's messaging system. 

Did I miss something? ( I don't want to get on your nerves!)

from the top left of your seller hub page, hover over orders, click on 'paid for and shipped'

all the way to the right is the 'send coupon' button for you to click on to send to that specific buyer

I kept looking for something but I don't usually hang around my seller hub page or I may have noticed it in huge neon letters! LOL!
