I have no idea what you are asking.
Are you a seller who has been asked by a bidder to cancel?
Or are you wanting to cancel a buyer's bid yourself?
Has a buyer won an item and you/they want to cancel?

Ah, okay. Jimmy posted a link for you above so read up on that so you know how to check bidders history etc.
As long as your item is still active there is nothing you need to do as eBay have removed the bid for you and your auction should just continue through to the end.

If you want people to stop cancelling bids, don't list auction style. List your items at a fixed buy it now price with immediate payment required checked off. BTW The stabilizer camera you have listed is being sold by many other seller for more than half the price you are asking for. You may want to re-think your pricing. You have lots of competition out there. If a customer can purchase it for much less, that's the seller who's going to get the sale. Good luck.
