How can I retrieve deleted items and what is the time limit?

You can't.

We used to be able to "undelete" but they took that function away when we all go moved to using Seller Hub.

Whoever decides these things decided we didn't need it.

If you are talking about completed old listings/sold listings, you have 90 days before they are permanently deleted and are not retrievable after that time frame.

If you deleted your items in your sold category, you might be able to see/retrieve the listing by going to your listings (where buyers can see your items) and look under "completed items" on the left hand area of your screen.  See below:

Sold listings is 90 days. If it’s a listing eBay deleted, it’s gone forever.

and if it is sitting in the 'unsold' pile for 89 days you better relist it fast or it goes 'poof'.  I once lost 600 listings and 2400 photos that way.
