If you are looking to add to your item specifics, you can use the bulk editor to hit every single item at once. Perhaps someone will come along with instructions. Otherwise, just poke around in the bulk editor until you figure it out.

Find your item, click edit, and add it in the description

You can edit your listings to add it to the description but I believe eBay shows international buyers that info at checkout.

Some years ago eBay gave us this bit of boilerplate which we could add to our Descriptions to explain their policy on import fees.
Import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer's responsibility. Please check with your country's customs office to determine what these additional costs will be prior to bidding/buying
I have added it to my templates and used it ever since.
It is also useful for those of us exporting to the USA, since many Americans do not yet seem to be aware of the new federal sales taxes on imported goods that they will be paying.

Few months ago, i had this option on my selling lists by ebay's default, but now is gone.

eBay already supplies a statement like that on your listings.
