Okay somebody purchased a jewelry box for me, but I was late shipping it out because I work a lot. So they changed her mind and they didn't want it anymore so now I had to pay them their refund the whole refund out of my other Bank account even though I still never even received a payment from them so basically I am paying them just to look at my item and then change their mind so basically it's like okay well I'm going to give you $85 just to look at my jewelry box and that's it do I get my refund for that because I've never received a payment in the first place

How would you expect to be paid right away for something you never shipped and the buyer never received?
The payment for the sale will process in due time, probably at least 30 days since you never shipped and a refund was issued.
If you refunded on your own accord, eBay will refund the final value fees as well. You might just be in the red for the $.40 cent transaction fee.
If eBay processed the refund in your behalf, they keep the final value fees for the sale thus putting you in the red on this transaction.

They didn't just look at it, they bought it and you failed to ship it.
Once the hold is released the buyers payment will be sent to you.

"Working a lot" isn't an excuse for not abiding by the handling time YOU specified in your listing. Ebay expects you to ship!
The buyer probably purchased the item on May 21. Today is 17 days from the date of sale. I assume you didn't ship it yet? You have a 2-day handling time so it's understandable that the buyer was disappointed that you didn't ship within your handling time.
The refund to the buyer will come from your payment source and eventually, your funds will be released from the hold and sent to your bank.
ETA: The buyer didn't leave feedback until a week past the purchase date! IMO, she was pretty patient!

I realize you are a new seller. I usually don't go past what you (OP) want answered but I think you should consider taking your current listings down. I think you need some experience and if you don't work slowly and surely you will, most likely, get kicked off of ebay from selling for good.
I usually never look at listings but I did because if you are working a lot this may happen to you again.
Maybe more importantly, the shipping costs cannot be correct unless you are going to take more out of the cost of your item. Things that large cannot be shipped for less than $10.00.
Ebay is not a place to play around anymore. There are policies in place and if kicked off, you may not be able to sell again, though, you can, most likely, still purchase items.

"What is not right" is the damage you have done to the Ebay site and EVERY Ebay seller by agreeing to sell an item and failing to ship the product.
Ebay has worked hard to overcome the bad reputation it gained during its early days when nothing was done to police the site and deal with all types of bad behavior, and you have made one buyer and their friends and family less likely to consider an Ebay purchase.

Trust me... looking at an item on eBay is totally free. Your buyer paid for the item and wanted it in-hand... you never shipped.
If/when you do relist it, you might want to adjust your s&h. No way you could safely ship it for the $7.67 it shows in the listing.

You have some good responses here about the payment received and the refund to the customer, so I'm just going to provide you with a little advice. Set time aside every single day to check your ebay account for messages and sales and take care of what needs to be taken care of immediately. You have to ship within your handling time or customers are going to be angry and ebay will give you defects and that will shorten your time on here. Maybe a side hustle isn't a good idea for you, at the moment, if you don't have the time to do it.

Not trying to be mean, but the only thing that "isn't right" is you not sending an item a buyer trusted you to ship to them as promised.......
As far as the funds....the refund is in real time (immediate) and the payment funds are still either processing or on hold at the time of the refund, so your backup source must be used. When your funds that are in processing clear, they will be sent to your bank account and make you whole.
Take a minute and prioritize your time. Selling on ebay (or any online platform except for maybe FBA) is like a second (or third) job. You need to show up and perform duties to get your pay.

You made a sale.
The buyer paid.
You did not ship promptly.
Or apparently at all.
The buyer requested cancellation.
You refunded.
As a new seller your customers' payments will be held for up to 30 days until you have completed 25 transactions or for 90 days.
You can use Held funds to buy shipping labels.
Because of the cancellation, your customer's payment was still being Held and you had to use your own money to refund them.
Hmm.
Did the customer open an Item Not Received claim?
Because in that case, eBay would have used the Held funds for the refund.
However you would get a Defect on your selling account , which can mean any future payments would be Held for longer than usual.

That was an expensive item. New buyers also get very yippy about late shipping and think you have stolen their money. Got to take extra care when you deal with new buyers. They start to squirm fast.
Sorry but you did cause the problem. You might have to rethink selling if you can't ship on time.
You will have to pay the shipping both ways. If you refunded, you will get your selling fee back. If you let eBay refund for you, you will be charged that too and be dinged for poor customer service.

This is a hard way to start off your selling account. Sellers don't get to bend the rules to their needs when the situation arises. Just a review of the basic rules of selling would tell you that.
It appears you had a sale that said you ship within 2 days. You printed the label within that timeframe, but did not actually give the carrier the package. Even a week later you had not done this. The ONLY reason to print that shipping label off so early was an effort to disguise or mislead when you actually were going to ship the item to the buyer. Clearly that did not turn out well for you. The buyer called you out on your breach of the rules. And they had every right to be upset, as you likely would have been if you were the buyer.
I'm unsure as to how you thought all of this would turn out. Did you think you had an unlimited time frame in order to get the item to the carrier? Did you think your only responsibility was to print the shipping label within your 2 day handling time? When did you plan to drop the item off with the carrier?
Now you are upset about the refund. I get that concern because you had to come out of pocket for it since your funds are on hold because you are a new seller. It is likely you can now contact Ebay and get them to release as least this buyer's payment to you since Ebay can see in the system that you refunded the buyer. So that would be your next move.
I see that the buyer left you feedback. Did you reach out to your buyer and apologize for YOUR mistake? Often times that apology and ownership that you caused the problem is what the buyer needs to hear.
As A new seller, it would be wise not to do this again. Don't have a handling time you can't meet. Printing the label within your handling time means NOTHING. You actually need to hand it to the carrier within your handling time.

I am slightly amazed that you even sold that in the first place. You give no dimensions to indicate what size it is and you show a highly unlikely Ground Advantage shipping cost of just $6.53. I seriously doubt that $6.53 would cover the cost of shipping and you cannot bill the buyer for more charges so you probably would have lost a lot of profit if you did try to ship it.
I would recommend pre-packing any larger item BEFORE you list it to see how big a box will be required for safe shipping and how much it will weigh. Then you can list with Calculated shipping so that the buyer will be paying an accurate Shipping cost to get it to his doorstep and you will not lose out on unexpected Shipping costs being higher than you expected. I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.
