I am constantly being 'locked' from making changes to my listings on ebay.
when i go in and add a photo or change line up of photos or more text , after i click publish , I am automatically thrown into new window to verify my account with question from childhood, first car
etc. it has happened many times and now 2x in 12 hours. I have had the same Ebay account since 2003 the same internet carrier since 2006 and apparently Ebay is so invasive it is tracking my isp routing number from my internet service provider. Sadly in the rural area i am in i have to use windstream out of Arkansas. so the bridge router is always constantly changing. BUT they are a great number of people using windstream. When i signed up for ebay i was told in writing that i could access from any computer etc etc now i can not even use the SAME COMPUTER every day to have access. and if i do not know the answer or cannot remember the answer to questions from 'public records' i will have to continuely call ebay to get account released. I am not 20 years old with no history. I have over 40 years of acculmated public history.
now to get that 7 number security number is an hour wasted to get past all the questions, wrong suggested info. etc thumbs up thumbs and all questions never pertained to actual situation, and then shamed when direct dialed and not having the 7 digit number.
I called and was told all questions asked are from public records.... that causes me concerns
because the last time i had to deal with Paypal, I had someone overseas reading off my public records asking me what car did i own in 1997 what bank did i use in 2001 Now, this should keep identy theft down, allowing all their employees worldwide have access to all credit info with our soc sec numbers, credit reports all there for them to access, public records with family names, hosiptal info.. .
and the final straw was, I was told by CS that they are having numerous compliants from sellers that ship to addresses are being changed by hackers. now i do not have access to this bucket. Or if i do i never found it as i never needed it. I would make buyers correct address prior to mailing etc etc cancel sale and start over if problem.
so hacking is a serious problem here, hmmmm did you get that email?
Now, I did get the email that i feel was from hackers stating that my global program was in risk of losing benefits. now that is news to me as i opted out over 6 years ago and after clicking on link in in my ebay messages ON EBAY. I was immediately assaulted with ransom virus.
I know it is not the end of the world but i am concerned about the hassle of being blocked in my listings and do use other computers to access ebay. The increase in fraud attempts by US and overseas individuals and no longer feel that safe, but i can sleep easy tonight knowing i am being safely blocked from my own listings.

From that detail alone it sounds like your computer is a mess. You dont say what you did to get past the ransom virus but it definitely did not come from Ebay. You need to do a thorough cleanup of your computer and get some up to date antivirus software in there. Even making sure that Windows defender is updated and running would be a help.
Ebay does not care if your IP address changes within a certain range becuase lots of networks do that. Your description is all over the place but it sounds like maybe at one point you got yourself phished by someone who was asking you about 'public records' questions in order to get your answers. Ebay isnt going to ask you a question and tell you that they get their right answer from 'public records'. Thats nonsense.
It sounds like you have a number of problems to work through here and you should verify that your accounts are secure and maybe set up with fresh passwords. Also be sure that your computer does accept cookies from Ebay so that you will be recognized next time you log in and not have to go through that whole routine of getting a code to type in.

thank you for your imput. but Ebay and Paypal do ask security questions and i was told today on the telephone at 1 (866) 540-3229 by a security customer service agent with a very heavy accent that all questions to verify account are pulled from public records. last night it was "what was your first car" and today it was "what hosipital where you born at" both pages popped up after i edited a listing here on Ebay and clicked on publish. i am locked there until i answer question. Now I am never asked my secret questions established back on 2003 ie what street did you grow up on or high school etc.
and i know for a fact i was never asked what hospital i was born at.
My computer is fine I have very good antivirus protection defender is up and running correctly
no virus, no trojans no GAMEs NO apps still have all memory available outside of windows, adobe, virus protection. i can clean my own computer and i am quite able to download software to maintain a healthy computer. Now the fact that i clear my history every day could cause some problems here. But the customer service rep did in fact state that she did see different isp numbers on the acct.
Windstream is continuing changing bridges so isp number changes continuely while it is trying to put a bandaid on their systems.
yes i am all over the place in the original posting . I am very frustrated about having problems with the account and being treated like i am a threat on my own listings. and I really do not like being queried by hourly employees with information that they should not have access to.

I get that all the time, too. I just back out of the question and it asks me to enter my password for a second time. Then I get in right away. It's a pain in the %^$, but basicaly I am always entering my passwod twice. It's worse on Amazon because they have to send a robo call for changes. All of this is because I'll use different IP address when I'm traveling.

I have to say that this part of the discussion really jumped out at me, too. For starters, "all questions to verify account are pulled from public records" makes no logical sense. Using security questions to verify that someone is who they say they are relies on getting information that's not likely to be in public records, at least not easily accessible ones. Googling the same info from public records that a bad guy could dig up as well isn't going to verify anything.
Did this person ask you questions for which you don't recall providing eBay with answers in the past? Volunteering the answers to questions that you know you didn't store when you set up the account will not end well.

That sounds good, but you did say that you got nailed with a ransom virus, which is pretty nasty. How did you deal with it? Are you running better anti-viral software now?

I suspect that your clearing the history every day is wiping out more than you need to, and contributing to eBay's continually acting as if they've never seen you before. If you definitely feel the need to keep clearing your history, I would suggest backing down to a weekly or monthly routine for that, or see if you can determine which history items the eBay site relies on from past visits and preserve those, and see if the eBay operation improves. Also verify that the IP addresses seen on your account can all be traced back to your network, and that there aren't any completely-different IPs coming in from elsewhere.

thank you so much for your reply. very good to know i can try backing out.
there are times calling ebay and you can be tied up on hold like calling usps 1-800-get lost
the only time i get locked like that is editing listings. can shop list etc no problems so far.
I really appreciate your taking the time to reply and feel much better that there is other options to
escape locked page.

and follow up on the ransom virus. i was only in ebay and everything was cleaned out of history etc
I clicked on a listing for a used cameo and instead of opening the listing the window went right to the page saying that child porn etc was found etc and to call. I immediately hit ctrl alt delet and closed window, went directly to emisoft and ran programs to search for trojan and virus etc by using the task window and not clicking on ransom page nothing was transfered. now in ebays defense this could have come thru windstream.
