cannot create listing

Hello. I'm a new seller (or trying to be) and I cannot create a listing. Also getting a message that says "can no link PayPal account. " Suggestions? The help button "selling" is of no use.  Thanks!

Paypal is no longer the payment processor for a seller, you need to sign up to managed payments.
