My annual subscription renews feb 1.
If you want to downgrade store subscription, does it take effect immediately or next billing?
am I going to be charged penalty ? What is my last day to downgrade?

When you cancel or downgrade a store subscription, the change takes effect on the first day of the next calendar month. If it's the final month of your year-long subscription, then there is no penalty.
So if your renewal date is February 1, then you can cancel or downgrade any time during January and it will take effect on February 1 with no penalty.

It will take effect on the next payment due date. So it won't happen immediately. They will even tell you after when it will happen.

You're charged a penalty only if you downgrade early on a yearly subscription plan; monthly it makes no difference.
You'll need to check your store subscription to find out when is the best/latest time to downgrade.

How do I find out due day? I only see renewal 2.1.. i went to transactions and how do I find out when they charge me?

If your store subscription is monthly, rather than annual, then if you upgrade the subscription (e.g., from Basic to Premium) then the change takes effect immediately.
So you might plan to use up your Basic store free insertions for the month, then upgrade because you'll still get the full allotment of Premium free insertions. Or use up your non-store free insertions, then sign up for the Basic store.
Your store billing for the month is pro-rated and adjusted to reflect the exact number of days for each level of store type.

I put in my order to downgrade in the middle of December. I was surprised that it would take effect on February 1st but it is what it is.
I changed to a month-to-month subscription last June when my renewal was up so I could downsize at this time without taking a penalty but the higher store cost for six months was pretty much the same thing.
The way I see it I have gone from a $60 per month store to an $8 per month store in less than two years with two downsizing changes. Trying to grow into a Premium Store while I was working full time was a huge mistake. Now the Basic Store is unnecessary so I will have a Starter Store from now on.
I already used this quarters' shipping supply voucher just in case they pulled it after Feb. 1st.

By now you surely have read the store comparison charts? The month-to-month is more expensive at every level. Yes, we can always upgrade quickly but downgrading can take an extra month.
As I stated, I put my order in to downgrade in early December and it is taking effect on February 1st.

Off topic, but I just have to say it's interesting that you've been an eBay member since 2015, with 231 active listings, 300+ feedback comments from buyers, 330+ from sellers, and you've left over 1,500 feedback comments for others. Yet, in the last month, you've posted at least 14 new threads asking questions like this, and some have been even more basic.
Is there something going on that has prompted you to pursue all these issues just in the last 30 days? You're certainly welcome to do so, by all means. I just find it curious.

It is bizarre how you investigate people that are looking for help. You have account since 1998 and 317 feedbacks and started commenting here 2018 (20 years past account opening). I don’t understand what is troubling you so much? The amount of items I bought? Feedbacks I left? Feedback I received? Does everyone leaves feedback?

Perhaps that poster thought that maybe your account had been hacked and someone was trying to get up to speed by asking simple questions. It wouldn't be the first time that it has happened and I doubt that the poster meant offense.
