Depending on the choice for the item condition you chose, you may not have a field there. Most items when picking "New" won't give you a box. Likewise for some categories and other choices. Used typically will allow you to have a box to type in though.
Just be careful not to pick "Used" and try to put the words "Like New" in the box. It will flag an error.
Keep in mind too, the mobile app version of Ebay hides the main description by default. To counter that, I often add a "see more below" somewhere in the condition text box. Also, keep the word length of the condition short. The website and app truncate the description, so any important eye catching details need to be in the first 80ish characters or so.
Put your more detailed information in the main description box. Use good punctuation and spelling, etc.
