That's because you're supposed to authorize the return and send the label BEFORE eBay decides to refund for you

If you refunded before the buyer returned the item, it closes the case.
if you didn't accept the return and Ebay had to get involved, they can refund the buyer from your account and let them keep the item.

In spite of the "Cheerleading Squad" telling you your problem is all your fault, honesty and common courtesy give you the expectation of decent and responsible behavior from buyers. This, sadly, is no longer the situation on eBay. Entitled buyers are coddled by eBay and encouraged by the "Comment Police" to expect everything to go their way without any expectation of decency or responsibility on their part. EBay does NOTHING to discourage use of their policies for buyer theft. The 2021 Spring update is removing strikes for deadbeat buyers and replacing it with a nebulous "unpaid item cancellations" forcing the seller to make the cancellation with no real consequences for the buyer.
I have considered to cease selling on eBay, but I'd like to stick around to see this whole rotten mess come crashing down. I look forward to the day when eBay turns on the "Cheerleading Squad" and they are hoist on their own petard.

You need to know how eBay's return system works. We need to follow a certain protocol. We cannot skip steps or do steps out of sequence. You should read up on the process or come to these boards BEFORE you start the process for some advise. Below is eBay's help pages on managing returns and refunds:

I've been selling on ebay for 21 years now and "no longer the situation" has been the truth for the entire time. Most people are and always have been just fine, but there was no mythological time when there were no scammers.

Three examples of what can happen. It is not clear if yours was an eBay claim or a dispute filed with the buyer's payment provider.
As others have suggested, when a buyer makes an eBay claim for a "not as described" reason, you are expected to go along with the procedure (even if you disagree). You have a choice of accepting a return, and providing for return shipping on YOUR dime, or simply refunding and letting the buyer keep the product for free. If you don't pick one or the other, ebay can use your funds to refund the buyer without requiring a return.
If the buyer bypasses the ebay return system, and goes directly to the payment provider (i.e. c.card provider, etc.) a seller is no longer given the option to request a "return for refund". It is not required that the buyer return the item in order to get refunded for your money.
There is another scenario where it seems the buyer has been refunded without a return, even when the seller chose to cooperate and provide a return label. Sometime the buyer will choose to use another label and ship something else to another address in your zipcode (libraries and restaurants are popular). That tracking will satisfy ebay that a "return" has been made. A variation on this would be if a buyer simply purchases a cheap item and has it sent to your address, and again using the delivery confirmation from that product to satisfy eBay that the item has been returned. The seller, in these instances does not see their item returned, and wonders why ebay refunded the buyer that was supposed to send something back.

I dont see how citing the criteria for a refund with return is being a 'cheerleading squad'..better for an op to understand the rules rather than self serve with a sense of entitlement.

Is the buyer outright refusing or is it too much of a hassle for them?
We haven't been in this situation so not sure on this. But after you've refunded I think it's hard for a buyer to pay again. I don't think there's an option for it. You could send Paypal invoice I guess, or offer your address for a check, but those might actually violate ebay's rules (how would they get their fees?).
Does anyone know for sure?

This is exactly my experience. The buyer shipping a flat envelope to another address. Buyer refused to use the prepared shipping eBay label that I provided. Provided the tracking info to eBay. eBay refunded without contacting me. When I realized eBay had refunded I appealed the case and tried to get intranet report from the post office. Before I could get the report eBay closed the case and stated that I can not appeal the case anymore. So I have field a claim with PayPal. I am hoping that PayPal will refund my money as the intranet report shows item was shipped to a different address. Not sure how PayPal handles this type of case.
