Because of no airmail to the USA I had some GTC listings set to quantity 0 - airmail will start to work again on Monday, so I want to increase the quantity - but can't - with the error below.
What's going on with eBay? Why I get black listed?

Sorry this has happened to you.
Looking at the message, this is appears to be a category limit only, so you haven't been black-listed or restricted from selling overall. You are free to sell in other areas.
Below is some information on why some sellers find limits on what they can sell. It could be the hiatus in selling has put you into a temporary hold on Business and Industrial.
But we can only guess, you will have to reach out to eBay to find out the specifics of this matter. Good luck, hope you can get some answers.

eBay may limit the amount of items you can sell or list in a particular category if:
All eBay sellers are required to meet minimum performance standards, regardless of whether you have a personal or business account.

Well, I am with eBay for 20+ years and none of those points apply to me. I sell in those categories for a number of years. I had to set the quantity to zero because there was no airmail for some month. So I am certainly not selling too much.

Just a note how rotten the ebay phone support is, you you mostly stay on hold with some music in the background, can be for 30 Minutes, once the line finally connects it disconnects immediately. Happened about 15 times today.
Once a spoke to somebody for a while line suddenly disconnected. Was not able to reach anybody after that coz above problems.
Extremely frustrating.

@cooltronix How long has it been since you had a sale? We have heard of established sellers being tossed into new seller restrictions after they had been absent from selling for awhile. But even so, it makes no sense that you cannot list in the primary category you have always listed in. Have you tried reaching out to eBay via their Facebook page? We hear positive feedback about customer service through that portal. Keep us posted and wish you much luck in getting answers.

I stopped USA/CA ()basically all on eBay.com) listings in March or so since airmail got suspended and I had no way of sending. I had some few sales to the EU though.
In the meantime I got this message:
In response to your question, we immediately checked your account status. After checking, you need the B&I category product to be supported by your account manager before you can publish it. Therefore, we recommend that you improve the performance of your account. If you develop well in the later period, after joining the account manager management, you can use the account manager to help you publish it in the B&I category.

So basically if you are a shoe seller, and you just sell shoes, they ask you to improve your sales in other categories. Quite hilarious. Or does it mean I should SPAM in other categories?
I don't want to go OT here. Send me a message what doesn't work. I think you can't search completed item via the API anymore. Other issues I am not aware but would love to know.

I do not think you are reading the message correctly.
In your example, I think they are saying you would need to use account manager and establish more sales in the shoes category before you will be allowed to sell in B&I. When they say 'other categories', I think they mean 'other than B&I' not 'other than shoes'.
It does appear that eBay has placed a restriction on your account due to the lack of recent activity. I suspect they do this because of a history of dormant accounts being hacked and used by scammers.
While your situation is unfortunate, you have not been 'blacklisted' - eBay has simply placed a temporary restriction on one category.
And I doubt that eBay has a policy of publicly explaining why a category would be restricted, or exactly what it would take to remove that restriction. Because if they did, they would just be providing scammers with detailed instructions about how to get around category restrictions.
IMHO eBay has given you pretty clear instructions - they want you to use account manager to establish recent sales in categories besides B&I before they will allow you to sell in B&I.

Now a couple of month later I still can't list in the Business categories and need to spam other categories - with mediocre sales. It makes one sick to see sellers in the Business categories with (30) or so feedback selling their with no restrictions.
Talking to eBay staff is like talking to idiots. I get comments like "you need to sell more" - I see, and how to sell more without listing stuff? And why is that your concern anyway?

I wrote my own account manager. I get the data from the API with my Account Manager already. I don't list with it though.
