A buyer has defaulted and refuses to pay for his high-bid win. I have cancelled him--but as I recall there is a way to offer the item to the next-highest bidder. Can anyone tell me how to do that?

Did you Cancel the transaction or did you file an Unpaid Item Dispute?
While both get your FVF back (and eBay has recently changed the names so both are now called Cancellations) if the seller Cancels the buyer has no penalty and can leave feedback*, the UID gave the deadbeat a Strike and forbade feedback.
*Because sometimes the both agree that the transaction should not take place and are friendly about it.

When you cancelled, I hope you used as the reason "buyer didn't pay".

The unpaid item claim process has changed. It's now a type of cancellation. If the buyer doesn't pay within 4 days, the seller gets the option to choose "Buyer didn't pay" as a reason for cancellation.
