Seems like it's a USPS problem, not an eBay issue.

What would eBay be expected to do about it?

Seems that anything that can cause any momentary delay now gets bumped aside causing multidays delay- ebay scanning or using old stamps seem to be at the top of the list, especially if someone mixes old stamps with a printed label. This is perception. But even my bills I pay by mail are showing up with a weeks delay, on what used to be a standard 3 day delivery for 1st class mail.
