The buyer said they made a mistake in buying and didn't need the item  If I allow them to return it, do they get refunded on the shipping cost paid to me

On a remorse return, if the buyer paid the original shipping, you can deduct it from the refund.

Depends on reason buyer gave when they opened "return request".    If they put "buyer's remorse/changed my mind" then you only refund "purchase price".    If they put "not as described" you are forced to refund "purchase price + shipping BOTH ways".

Your listings charge separately for shipping so you are allowed to retain the original shipping charge and the return would be at the buyer's expense.
