I am trying to refund a buyer, I have chose reason for refund (buyer changed her mind) I have added payment method including entering the micro amounts the sent to my account but I keep getting the same message, very frustrating!!!!!

You set up a way for you to be paid, but have you set up a way to cover any extra fees that you need to pay?
You need to add a credit card or select your checking account so Ebay can pull funds from if they need to.

eBay wants a credit card from you so they can charge your credit card 30 cents.
It's pathetic, trifling and poorly handled - especially because as you point out they are holding up a refund/cancellation. They will hold it hostage until you pay them their precious 30 cents.

No. In the situation OP is in, they demand a credit card so they can get their 30 cents and will hold the transaction hostage until they get their 30 cents. We've been over this. They don't give any options.
