I sold a pair of eyeglasses and shipped last week to address the Zero feedback buyer provided. Today the buyer apologizes for wrong address and asks what he should do. Tracking number shows package is attempting to be delivered to address provided. I haven't replied to him yet but see he left negative feedback which I just requested to be removed.
Am I correct in saying I'll refund the purchase if and when USPS delivers the package back to me?

Are you sure? I had an INR the last week of April and I was able to enter the tracking number.

Did it show delivered already? I've been unable to change it if it was delivered, on mobile or desktop.

No mine was not delivered yet. It was stuck in the midwest.
Just so you know, I always use my Desktop or Laptop, I never use the mobile app.

That's the difference then. You can change or reenter the tracking number if it hasn't shown delivered, but if it shows delivered, it won't let you edit it. I was wondering if a package being returned to sender would also disqualify it from having that updated, and I guess I'll keep wondering until it happens to me or if someone else has run into that.

I guess I spoke too soon. Woke up this morning to find out the buyer appealed ebay's decision to side with me (seller) and he won. The funds for this transaction including shipping were refunded to buyer from my account.

First make verify if the funds came from your money or if Ebay refunded out of Ebay's pocket. Often times when something like this happens it is Ebay that foots the bill. If this was a low $$ value, Ebay will often just refund the buyer, but again from Ebay as you are covered under seller protection
Look at this link, on the right side and just verify the money was actually removed from your account.

When you verify that the funds were removed from you, you need to contact Ebay. You want them to review the tracking and the messages between you and the buyer in Ebay. Also remind them that you are covered under seller protection since the buyer gave you a bad address.

The money was definitely removed from my account. I filled out an appeal and also went on Ebay for Business Facebook page. I received this reply on Facebook messenger:
Upon review, it looks like there was some confusion with the delivery attempt when another teammate had appealed the case. We see the buyer has admitted the item went to an old address. We have appealed this back in your favor. And, rest assured it cannot be appealed again.
The funds are to be deposited back into my account.
Thank you again for your time and help over these past 9 days. I hope this is my last post ever on this topic.

I am so glad they took care of it like they should have in the first place. The only part I find kind of funny is their statement "We have appealed this back in your favor. And, rest assured it cannot be appealed again." Now that is an easy statement for them to make because why would you appeal it again since you got your money back and Ebay can not pull the money back from the buyer, so there is no reason for the buyer to file an appeal. But instead of them saying that, they try to make it appear a bit differently that reality.
Again, I'm very happy they are taking care of you as they should.

Ebay is not perfect & sometimes does rule in the buyers favor even in this situation. Hence the 95%.
Every time ebay requests data be provided to it, the seller must provide it. ebay does not just "already have it". Failing to provide data during the process counts against the seller in this case & can result in the case being ruled in buyer's favor plus a strike upon the seller's account.
Did not have the experience you suggested. Might be best to inquire before making assumptions as "Assumptions are the mother of all ......."

Thank you for your response. I neither said or suggested that Ebay was "perfect". Nor did I say that Ebay doesn't get it wrong sometimes.
It is likely however that the member I was responding to did not receive any communication from Ebay for additional information. If the seller has posted that they did, I would have advised them to comply.
What I actually said was "I am sorry it seems as if you may have had a bad experience in a similar circumstance. But I've never personally experienced Ebay trying to force me to refund in a situation like this nor have I helped another member through a similar situation where that happened. You had an unusual experience, I'm sorry."
I'm not sure any of this matters anymore. Clearly you don't agree with me and that is just fine. I can accept that we all have our points of view. Fortunately the OP did resolve their problem and got their money back.
