If a potential customer sent you this message, would you immediately add them to your BBL? This item does not allow offers and is just a part that is very basic and nothing can be "wrong" with it.....
"HI, I am interested, What would be your best price, As Is, No Returns and I give good feedback?"
I really do not understand why someone would send a message like this but has happened a few times lately.....the others were immediately added to my "best friend" list.....

I personally wouldn't block that one. I would just respond with a polite, "the currently listed price is the best price, thanks for your interest"

No, I wouldn't. Why try to anger someone when you have the option to not lower the price.

This was the way most would negotiate before the internet. This would not bother me as well. I would check their feedback beforehand. (left and received)

I don't mind them asking for a better price, I get that a lot....it was the rest of it that was concerning for me.....I feel like I am getting set up for a partial refund extortion.....

Disclaimer: I tend to be quick to block potential buyers, even in cases when others wouldn't block.
My first action would be to check the feedback left for others.
If the buyer's feedback left is okay, this would be my reply. (Tweak as appropriate):
"Dear buyer,
Thank you for your interest in my item. I don't have a best offer option on my items as I set my prices at the best I can offer. However on occasion, I might send "seller initiated" offers to watchers. You might receive one of those some day.
Sincerely,
Seller"

To me, it just sounds like a buyer testing the waters. There seems to be a trend lately where people are doing this more and more. It could be the result of eBay pushing the "best offer" feature, it could be something on social media telling people to do this (I have no idea if this is the case, I avoid social media like the plague), who knows. That message doesn't look like a set up to me. In fact, it almost looks as if the person is going out of their way to show that it isn't a set up. Either way, you have the option of not responding or responding without lowering your price.
ETA: Because of the nature of the items I sell, I try to go out of my way on the customer service side. No one needs anything I am offering, so I tend to focus more on creating a positive buying experience. If you sell things that generate a really good profit easily and quickly it may make sense to restrict your buyer pool.

Hi,
I sell mostly sports card and have a mix of auctions and set pricing . In my case when I get that type of message from someone it is most likely a reseller . I don't generally even respond . If i allow offers and get this message I simply state submit your best price and I will either accept or decline . I don't counter offer anymore because we generally are so far apart .
As for blocking , the last part of the response would give me hesitation because it seems like it could be a reseller wanting to return if they can't get their price or like you said maybe even a scam .

Hi, Quite frankly - I would not block this potentional buyer. Some folks just love to negotitate. This is quite likely fun for him. If you can come down a bit on your price the let him know. If you are set in your price then, also let him know. Either way you may just make a sale. IMHO Of-Course! (J.B. From N.J.)

I had a sale this week...email from buyer said 'no need to send the item'...just want feedback.
Of course, I still mailed it.
Buyer never returned the favor of giving me feedback...LOL

How do you check to see what feedback the buyer has left for the seller?

I would not block for that.
However, I don't accept offers, so I would kindly tell him that I do not accept offers.
