Will not let me revise item

I sent out an offer on an item. Dude messages me saying he's interested but wants reduced shipping. 
I go to revise my listing and it says, "You can't change this listing to an auction-style format or schedule a start time." and will not let me edit or click on anything. 

I tried to revise a different listing, also saw the notification about the auction style format, but I could still edit it. 

Is this a glitch, or can I not revise it because an offer is currently out?

Apologies is this isn't the right place to post, I'm a noob and I know reddit wouldn't like this question lol. 
I did try searching and didn't find any posts with the same problem.

If there is an active offer on a listing, you can change anything on it.

We can't change the shipping in an offer in any case.

 

I just had an offer of $15 including shipping on a very old listing that had $10 shipping to Europe.

The overall offer of $15 was acceptable, so I counter-offered at $5 plus the untouchable $10 for shipping.

Working in two languages and three currencies (USD, euros, and Canadian dollars) was a little confusing.

But we agreed and his item is in the mail.

I have revised shipping before. 
A guy in Canada asked if I would ship to him. I didn’t have international shipping at the time and was able to add it.

 


I’ve also gone back and added ground shipping in addition to first class. But maybe that’s different than changing the dimensions/flat fee.

Yes-- you were in all those cases, increasing the buyer's options.

What we can't do is change eg Calculated Shipping to Free Shipping.

I'm happy to hear there is the ability to add options.

 

I think the idea behind the policy is to protect unwary sellers  who see an total offer of $18 for a $20 +$10 shipping listing, miss the Free Shipping demand and lose money on the deal, selling a $20 value for $8.

Of course, that would be admitting that sometimes eBay actually thinks about what is good for the seller. More likely it was sloppy programming.

You can't change anything if an offer is open......you need to decline the offer, explaining to the buyer that you will revise the listing and then he will be free to buy it as per his offer.
