Will billed insertion fees not go through with payment if I purchase a store subscription?

What title said. I have been billed some insertion fees. The funds will be drawn from my bank account in the next days. If I purchase a basic store subscription now, will these still get billed and paid out of my bank account?

If you sign up for a Store subscription, then the new free insertions and other benefits begin on the day you sign up. It's not retroactive; you will still owe any insertion fees that you incurred before you signed up for the Store.

It must just be US sellers that have low starting limits.
