Why?

Why does eBay allow an item on the Manage All Items page to offer the option Print a Shipping Label when the buyer hasn't paid yet. And for that matter, why does eBay on the Feedback page list transactions that have either been canceled by the buyer or canceled due to lack of payment ? For the former, the old interface never offered the option of printing a label until the buyer paid. As for feedback, it's just one more example of bending over backwards for buyers - payers or not.

What is the 'Manage All Items' page? Seller Hub is where all things are shown.

 

Under the first box upper left is 'TASKS' and there is shows 'orders ready to ship'. 

 

If buyer hasn't paid, that order won't be there.
