I have seen multiple listings to sell similar/the same rugs on eBay…yet I get a message that it is “embargoed”…clearly not. I see NO way to actually engage with eBay to discuss this..please advise.

All I can advise you is dont try to relist it, or your account will be in danger. Are you actually selling from the U.S.? You cant go by the other rugs that are listed, the bots dont actually catch everything, but it caught yours.

If you still want to contact EBAY customer service go to HELP (and type REQUEST CALLBACK). But even if you talk to EBAY customer service they do not have any authority to "change policy" or prevent "bots" from flagging your item. I would not relist this item or your account may be terminated.
What country are you in? Is it possible your country is under trade embargo with USA?

Tabriz is in Iran. Iranian items are verboten. Don't list the rug again; it's from a banned country.

In India they make Tabriz "style" rugs (essentially knock offs), nothing wrong with that but attempting to list them using "Tabriz" in the description is the problem. First problem is that it isn't actually a rug from Tabriz and the second problem is that the USA has an embargo against against any goods made in Iran and that it why you are blocked from listing.
If the rug is actually made in India then list it that way and remove any references to Iran. If it truly is a "Persian" rug then it can't be listed on eBay.

It will be hard to list a rug with the word Indian in the title, it's offensive.
