My bank account was charged a Promoted Listing fee, but none of my listings have sold. That should only be charged if a customer has viewed the listing and then purchased one of the listings.

Are you enrolled in Promoted Listing Standard or Promoted Listings Advanced?
Promoted listing standard you pay only when the item sells.
Promoted Listings Advanced is pay per click..you pay regardless even if your item doesn’t sell.

And Promoted Listings Express for auction format listings is charged at the time you enable it / list your item. It's a non-refundable fee, even if your auction gets zero bids and doesn't sell.

Your curtain rod brackets item 186121440848 was auction format, so likely this was a promoted listings express fee.

You're not the only seller who fell for this " pay now and maybe, just maybe, you might sell something" scam.
EBay used to only make money when the "partnership" between them and the seller resulted in a sale. eBay took their cut, seller got paid, and everyone's happy.
Not anymore.
eBay is no longer in the business of assisting their sellers in selling merchandise.
They're in the business of selling "sales" to their sellers.
It's scammy and pathetic, but it's what eBay has morphed into.

It just further shows how important it is for members to read and understand a policy BEFORE starting to use it. Not all tools that Ebay offers is right for every seller, but fortunately we have a CHOICE. For some sellers they work very well and for others not so much.
While I don't personally use them, that doesn't mean they are wrong for anyone else to use and I would not want to be part of taking away options from sellers that find them useful when all I have to do is to decline using them.
Ebay has all kinds of different tools for seller on all kinds of subjects. We each have to decide what works for each of us and what doesn't. Use what benefits us and leave the other options alone. It really is that simple.
You don't like it, don't use it.

It isn't "fine print", it is plainly written in the Policy for the selling tool. I could have missed something, but I've never seen an Ebay policy with "fine print".
I know you likely meant that to mean that the seller needs to read the policy before deciding to use any tool offered.
I just wanted to be clear because "fine print" denotes trying to hide important info in literally the small print on a policy or some other form of written explanation.

"They" being the government. The 3 million was a fine.
The Steiner's case against Ebay has not yet completed it's legal course.
It is unlikely either of these judgements would cause a fee increase. Ebay has had a significant amount of money set aside for these actions since shortly after the wrong doings came to light.

Listing fees are charged at the time of listing. Not only if it sells. I would cut down if not quit using them as they only add to your costs. None of the extra fee services are worth it.
