Hello...I have an item with 7 watchers and I'd like to send an offer out, but the "send offer" option doesn't appear for this listing. Why would that be?

Not all watchers are interested in buying the item or want to receive offers, so they can opt out of receiving offers.

In my experience it would be very odd that 7 people would watch an item but be opposed to receiving offers. I understand it's possible but seems unlikely.

If you sent an earlier offer on that listing, it will disqualify the same watchers from receiving another one.

That's interesting! It sounds like you're experiencing a technical issue that's preventing you from sending offers to watchers. I have many items with only 1 watcher and the "Send an offer" option is available. It's possible that there's a glitch or a specific setting on your listing that's causing the issue.

Ebay definitely isn't without it's glitches. Both the website and the app have issues.

I have many items with no watchers yet the "send an offer" option is available.
Adding an item to a Watch List is only one possible way for a user to become eligible to receive offers. The user can also add an item to a cart, or view an item more than once.

Watching an item isn't the only buyer action that triggers the send an offer function for sellers. Sellers are also given the option to send an offer if a potential buyer asks a question about an item or if they look at a listing multiple times in a specific timeframe (what that timeframe is is known only to eBay and they've made it clear that they feel the info is not need to know for sellers or buyers).

I also have many items with no views or watchers and the "send offer" is not available on them, could it be that eBay had automatically sent offers on those items, if so, why didn't they do the same for the others?

It is my understanding that not all situations are eligible for a “send offer” privilege. I found this information below from a long-time eBay poster who is well respected for his depth of knowledge. He wrote this in 2022:

Watchers, or users that have put an item in a cart or viewed an item multiple times, need to have enabled that option on the user's Communications Preferences page in order to be eligible to receive an offer from a seller.
Even if those users are otherwise eligible, if that user has already received an offer from that seller for that item, or if the maximum number of allowable offers overall have been received already, the seller may not be able to make another offer.”

Thanks for all the helpful replies. I'm still perplexed. I may have made an offer in the past, but I doubt it was to the same 7 watchers as it was quite a while ago and why would you be limited on the numbers of times you can send an offer? If the price keeps coming down, you should be able to send another. If I was interested in an item, and the seller lowered the price, I'd want to know about it.

There are limits because otherwise some sellers would just keep sending offers again and again until every potential buyer eventually opted out of receiving any offers.
