Why is there a listing insertion fee on my drafts?

Why does this always happen? Every time I save a draft on a listing and come back to it and revise it from Buy It Now listing to Auction, there is a $.25 insertion fee? I still have many free listings in my store. What's the point of saving a draft if I'm going to have to redo the whole thing over again? Is this a glitch or something? It's super annoying, it's another way eBay charges inconspicuous overlooked fees.

The free auction-format insertions can only be used in 13 specific categories, listed here:

 

 http://pages.ebay.com/help/sell/storefees.html

 

An auction-format listing in any other category will be charged an insertion fee no matter how many free insertions you have left.

As nobody said - only certain categories qualify for free auction listings. I sell clothes and those auctions are free - if I list a CD or a book - I have to pay the 25 cents insertion fee.
