Why is my account restricted for absolutely no reason? I have been selling on eBay for 19 years. 100% positive feedback. Everything was fine. But today my account was blocked. Although all my buyers were satisfied with the deal

Buyers via eBay sent a notice that they wanted to cancel the deals. I always agreed and made a full refund.

Based on the fact that after 19 years you only have 566 reviews (all +), clearly out of your control, I suspect your sales volume is low so the combination of your location, what you sell and cancellations for any reason caused the AI-generated block on your account. Seems unjustified.

Is there a way to contact eBay other than through Chat? Email or Phone

eBay regularly evaluates the accounts of eBay seller. In relation to your account, we have noticed that your account performance and activities may cause a risk to eBay community. To protect the eBay community, we have applied the following restrictions to your eBay account in accordance with the eBay user agreement and eBay policies:
(a) Your selling privileges are restricted. Consequently, you will neither be able to create new listings nor revise your existing listings on any eBay site; and (b) Your payments have been placed on hold.
Restriction reason: High risk selling.
The safety of our community is a top priority for us. We appreciate your understanding in this matter.
Regards,
eBay
eBay actually gave you a reason, and repeated it twice.
They evaluated your eBay activity, and decided there was too much risk to eBay.
So your account was not suspended for "absolutely no reason", it's just that you did not LIKE or AGREE with the reason.

eBay is a multi-billion dollar company with data from billions and billions of transactions.
They have a whole team that does nothing but analyze this data to assess risk and take steps to reduce the chances that something will go wrong with a transaction.
My guess is that they are constantly analyzing all this data (the seller, the item, seller history, buyer history, location, etc) and looking for characteristics and patterns that correlate with high-risk transactions. "High risk" does not have to mean "danger", it just means a transaction that results in any sort of hiccup - a return, a complaint, an unhappy buyer, a partial refund, negative or neutral feedback, a call to customer support, etc.
Best Match in search is a scoring system that assigns "points" to a listing for search placement, and uses this score to sort the listings. Similarly, the risk assessment algorithm probably assigns "points" to a seller for risk, and if that risk assessment reaches a certain threshold they will restrict the account.
It does not mean the seller has necessarily done anything wrong, it just means that eBay does not think it is worth the risk. And eBay is obviously not going to give details about how they assess risk, because that would give scammers information about how to avoid it.
