Why is my Notification Bell always orange?

Lately my notification bell is always orange, when I click it to see what is up, it states you are all caught up.
Hmm.. if I am caught up, why is it a glowing orange?

The only notification bell I get that is orange is the one for the boards which indicates someone has given me a kudo.
My bell on ebay shows a little number beside it to indicate I have something to do.

Mine is doing that too. I cleared out all of the reminders to ship and watched items ending It still keeps popping up to remind me I'm all caught up.
