I prefer to ship within us, and sell as a hobby. I never check off international shipping when listing. Recently I have had buyers from Australia . Called EBay to resolve. Said it was taken care of. This week I got for a bid from tawain. So know I have to cancel this bid. What is going on? EBay is not the easy place it used to be to sell.

Just because bidders are registered outside the U.S. does not mean they want you to ship outside the U.S. They could be having the item shipped to a U.S. address.

I don't use auctions, so I'm not sure, but it might be that eBay can't exclude buyers from other countries for the format. If you were using BIN with immediate payment required, then, yes, the int'l buyer, with an international ship-to location, would not be able to buy.
One thing for you to consider is using the eBay GSP program. If you are repeatedly shutting out non-U.S. buyers, you are missing out on higher prices and potential repeat customers. GSP isn't for everyone, but I love it. It makes int'l sales so simple.

This could be the case here. I know I've had a couple of sales where the buyer was registered outside the U.S. and I almost cancelled the sales for that reason. But, I took the risk and clicked on the print shipping label button and eBay auto-populated it with a U.S. address (presumably a forwarder)
Right now I'm operating on the assumption that as long as tracking shows delivered to the address that eBay specified I have some small amount of seller protection. Probably not much, but I would assume INR complaints would be covered by that.
So far, I've been lucky and no complaints against me yet, but I can't really say I'm entirely comfortable when eBay instructs me to send an item to a U.S. address for an out of country registered buyer.

If you don't want to ship international you should exclude the countries you don't want to ship, otherwise the buyer can bid for an item.

These bidders could have a USA shipping address. It could be a friend or relative that lives in the USA. It could be a freight forwarder in the USA.
If you have your Buyer Requirements set to block bidders in locations you don’t ship to, only bidders with a USA shipping address will be able to bid.
With Managed Payments, there is no longer an option to block bidders with a foreign payment method.
Sellers incur extra fees for these transactions, but it’s not impossible to incorporate a small percentage to all listings to cover the few times you will have to pay this small premium, when it happens. (I think it’s a 1.65% premium to process foreign payments)
There is no valid reason to cancel their bids.

Yup its too easy to click on the countries you don't want to ship to. I wish people would look harder when they're creating listings and check the boxes OR ebay should make it easier for sellers sell locally.

I have been using the eBay Global Shipping Program for a month now and never looked back. They make it transparent and easy. Print the label for KKentucky address, move on. Shows when it’s delivered but very slow (probably not their fault). Got a handful of sales, no complaints so far.
