Every time I put a 'no returns' policy, Ebay allows every return. I had an Ebay employee tell me over the phone that the system automatically allow the returns from any buyer of any item.
Ebay should remove this false option, since it's not acutally an option. It's just there to make you feel good, but you can never have a 'no return' policy if the system automatically accepts ALL returns.

Returns are always allowed for SNAD items. Is that how your buyers are working around your no returns block?

As @the*dog*ate*my*tablecloth mentioned item not as described are always allowed to be returned per eBay user agreement that you agree to when you listed your items.
What is the overall reason buyers are using for returning your items?

If you should decide that you don't want the buyer to RETURN an item, so-be-it.
ebay won't insist - they buyer can keep it, throw it away, or whatver.
However, you will still have to REFUND.
NO RETURN does not equate to NO REFUND. (At least, not on ebay)

I would continue to list with no returns plus additional terms and conditions
I would say; Returns accepted. Buyers must contact seller with information to evaluate. Buyers must pay return shipping with full insurance, tracking and be within time frame wherein the buyer must return the item.
I have a paragraph in most of my listings spelling out International sales that may have some value to you.
I would consider this a fall back position. Your terms and conditions should be in the description area of your listings so there are no misunderstandings. When a seller initiates a complaint your policy may help you secure a finding in your favor......
Yes, this might be wishful thinking. And no, I am not smoking any of that stuff.

The problem is that ebay rushed out the MBG under the former Ceo JD in 2008 . It is very poorly written doesn't know the different's between a real snad and a phony snad because it has nothing in place to weed out both false claim & remorse returns by the buyers . The issue is that it has No place for items that are no returns & refunds after buyer opened then use item ! Or the No returns or fund items Only! Ebay should follow Etsy and stay out of sellers return policy ,Unless there is a real need to help the buyer and seller.

"No Returns" only covers Buyer's Remorse Returns. All eBay purchases are covered by the MBG.
IMO-"AS IS" is not really viable for online purchases. The buyer cannot actually pick up the item and inspect it before purchase, they have to rely on the seller's pictures and description ... which may or may not be complete or accurate. For example,a plastic backpack with 2 dark pictures and a description that states "no big huge holes" and "it's old and used".
To lessen the possibility of SNAD, especially on used items, a seller must give accurate and detailed descriptions of the condition (warts and all) with multiple clear pictures of the item including closeups of flaws.
A seller with a No Returns policy can refuse a remorse return .... but no eBay seller can refuse an Item Not as Described. The only choice on SNAD is Pay for Return Shipping and Refund when it arrives, or Refund without Return
Just for reference, these are the reasons that eBay gives to a buyer in the dropdown return menu: (pink are SNAD, black are remorse)

ebay has allowed a no returns policy since long before Donahoe started disrupting the place.
OP, the reason why ebay allows seller to choose a no returns option is to give the sellers, that don't know any better, the feeling that they are in control of their business on ebay.
If that option wasn't there, many of the newbies would rethink ebay as a place to sell their stuff and not list here.

Can you imagine how much scam would be on this site if ebay were to enforce seller's "NO Return Policy?
You'd buy a gold diamond ring and receive stainless steel CZ ring from China, but wait, you can call ebay and they will tell you too bad, the seller has a no return policy.

I've had a bad week for sure with two returns already and it's only Tuesday. Thankfully, both were remorse, so they pay to return their items. The really bad part for me is both were free shipping, so I eat that due to no fault of my own.
I'm on the fence about switching to no returns, but fear if someone really wants to return an item due to their error, they still will by claiming not as described. I am leaning more toward leaving my returns allowed but stopping the free shipping.

The thing is ebay knows new sellers will go sell on other sites if they cant keep up the illusion of the seller being able to control accepting returns on ebay ---which they really have no say in. Thats why they pretend that sellers can set return policies.
If I am wrong then ebay should just make every single seller on here adhere to 30 day return policy and blanket apply this policy to every listing no matter what the seller wants. Why do sellers need to waste time changing every single listing to adhere?
Ebay should pay us back in fees and lost time for every listing we have to edit and change return policy on.
