Why do you find some Chinese sellers on eBay who have large sales and almost no Feedback, or have a negligible Feedback compared to their sales, and most of the little Feedback they have is negative, and people complain about being scammed? Why does eBay leave these sellers on the platform even though the Feedback of some of them has dropped to 50%?

Not everyone gives feedback anymore. As for sellers with poor feedback, those you might want to avoid.

Many Chinese sellers sell items that take well over a month to arrive, but they were selling full time from the first day on the account because that isn't their 1st, or 4th or 10th ebay account. Accounts that crash and burn are discarded and they open up new accounts as needed.
I am not sure if they do it by setting up an endless parade of shell companies or via false identities.

Why does Ebay have sellers from China? Because buyers buy their stuff. If buyers didn't buy their stuff the sellers wouldn't come here.
If any seller, not just one from China, gets their selling account in trouble, Ebay has stats on them and evaluate all sellers once every Month. So if the seller is misbehaving, it is likely they will get caught.
If Ebay shuts down a seller, @onefootflipper1 , that seller can't open another selling account on Ebay.

Leaving FB is strictly a voluntary gesture - FB rating % is no n longer a metric to determine a sellers performance (used to be beaucoup years ago) and all buyer receive Positive FB.

I believe it would be trivial for Chinese sellers or companies to bypass an ebay ban.

You have the right to believe whatever you want, that doesn't mean it is true, it is simply you believe it to be correct. Do you have any proof to help support your position? Or is it based on simply on your dislike for sellers from China?
Don't get me wrong. I'm not overly fond of this cheap stuff being sold here, but buyers clearly like to buy it. If they don't or can't get it here, they will just go to Temu or Amazon or somewhere else and get it.

Interesting question, possible business to business stuff but nefarious possibilities exist.

Yes and some sellers from other countries do the same thing. There are programs out there that can be used to create and manage listings for upload to Ebay. Not an unusual thing at all. I've used one in the past. Not anymore as I don't need it.
