Although most sellers will happily accept buyers' requests to cancel, they aren't obligated to do so.
Per ebay policy, buyers are expected to know what they're buying (or bidding on) BEFORE purchasing and required to follow through so in essence, buyers are the ones in the wrong when they want to cancel.
Some sellers cannot cancel because they have an automated system and items are promptly packed and shipped and a request to cancel may come too late for the seller to accept.
ETA: In the case of the most recent feedback you left, you need to keep in mind that the seller may not even have seen your message prior to going out to "drop off" the item. They may have bought the label shortly after your purchase, left to do errands and dropped it off at the post office later that morning.
Your feedback was not fair to the seller.

Hey, someone wants to cancel a purchase, I just hit the "I agree" button and the item simply relists.
Then I go back to beneficial work like listing more stuff. Keep the emotion out of it folks! This is business!

That's not my point! I do cancel for buyers who request a cancellation. But I was just explaining to @leslihalber-0 why some sellers might not be able to do so and the simple fact that they don't have to cancel!

Sales can be hard to come by these days. Maybe they're just tired of buyers who don't bother to think it through or shop around before they 'buy' something then cancel?
And fwiw - it's a REQUEST to cancel.

Some sellers are desperate for sells and they'll take anything.
And sellers are not required to respond to messages or cancel orders.

The problem with refusing to accept a cancellation is that buyers can damage the item and claim it was damaged in transit/received damage and return it anyway. Then the seller has lost the cost of postage in both directions plus the item. I always accept cancellations if they come in time (they usually do).

While your post makes perfect sense, but what if they don't come on time? I believe there are time restraints for when a buyer can make a formal request, but they can also do it in messages after the fact. How long is a seller expected to wait around in case the buyer changes their mind and no longer wants the product? In message #3 the poster @albertabrightalberta provided excellent information.

If the cancellation comes too late then I apologise and explain that it has already been dispatched. I dispatch orders same-day and will not hold items and ruin my metrics on the off chance of a cancellation and eBay and 99% of buyers no doubt prefer it that way.

So, once you get the item you wanted to cancel, just open a return request for a full refund

This is a great point about desperate sellers or those sellers who don't understand how buyers can mis use MBG to force sellers to pay for returns. It is not worth it. Cancel, relist and move on.
Mistakes do happen on both sides (buyers/sellers), so it makes no sense to force anything on to someone regardless of the rules set by eBay.

Below is the feedback you left for the seller. What if the seller did not see your request and was out doing errands while dropping it off at the post office? Sometimes postal scans are not exactly accurate if they did not scan it when it was dropped off. (in bin) To be honest, it does seem like you are overreacting especially since you did cause the initial error. If the seller responded to you and said, no i am going to ship it out, that is a different story and not wise for the seller to do so. (not required but can be problematic)

I Contacted the Seller a couple hours after making purchase. Around 8:30am, I requested to cancel order, the Seller Refused to do that and Shipped anyway. Look at the timeline!!!! I will prove the seller is a liar. The package was dropped off at 10:25am, Two (2) hours AFTER MY REQUEST TO CANCEL!!!!

Hi, Although it is not mandatory - From here in New Jersey we will always cancel an order at our buyers request. The only time that we cannot cancel a sale is when the item has already been taken to the Post Office. When this happens, we will suggest that our buyer to accept the item & file a return request which we well honor. We think that this is just good business and may secure for us a future customer.
