I received an email and a refund for postage settling a "dispute" I never opened.
Is this normal? Some kind of automatic thing? Something the delivering postman or buyer initiated?
I'm confused.

So did you check the ebay resolution center?
I would guess this is a refund from the PO for excess postage, but just a guess.

but the message says he "won the dispute"
Perhaps paying overage for postage is now considered in ebay speak a dispute? You just never know around these parts...

I had one of those messages for an overpayment in shipping. Nice to see but I don't think it happens very often.

I was the seller. The item was "free shipping" with postage paid by me. There's nothing in the Resolution Center about anything going on, past or present.
I mailed a 10-oz item with 1-lb First Class Package postage. I always round up. I didn't figure there was much difference anyhow.
If I can keep the package under 1-lb that means it goes First Class instead of Priority which save $3-4 which is all I was interested in.

You overpaid the postage and so USPS's new Automated Package Verification system gave you a refund for the excess postage paid. The difference between the regular online rate for 10 ounces vs 15.999 ounces is $1.44. They need to improve their notification about the reason for this little credit, but it does say that it was for a shipping label.

That explains it. You paid 16oz. at $4.94 and when they weighed it, refunded the difference based on the actual weight. I`m not sure why they`d call it a "dispute" though. It`s a bit misleading.

Rounding up is only needed for pounds. 1 pound anything is 2 pounds.
Rounding up an ounce on the lighter items may be a good idea if your scale is not accurate, or you are very close say like 9.9, or right on 10 , as my understanding of the PV system is that when it is short paid, they charge the "retail" difference. Quite a bite in the wallet if the error if made at 13, or 14 ounce, as the charge would be made as "Priority retail."

Nothing would surprise me. eBay has never found anything they can't turn into a nasty against a seller it seems.
