Hello,
I'm living in Israel, and when I listing items, the domastic option limmits me to 20$. The shipping costs are much higher. Why can't I change it?

This is the US seller forum and a lot of things differ for US sellers compared to international sellers. You may get a better answer using one of the international boards, finding a fellow eBay seller or contacting eBay customer support through one of the social media sites.
You can find other Israeli sellers using the advanced search capability.

If you are contacting other Israeli sellers just use the eBay messaging system. If you are trying to contact eBay customer support use one of the social media sites.

If you are listing on dotCOM from a non-US location, as I do from Canada, you can ONLY use Flat Rate Shipping under "domestic" because that is set up for USPS (and US-based courier) services only.
Under Flat Rate to USA you can scroll down the list of services to find those "from an International location".
These are very very generically named.
Look at the delivery time, rather than the name when choosing one.
And check the Ships To section in International.
If you want to ship to Israel from Israel click on Destination-> Israel.
(Although I notice that is not actually a choice, hmmm, I think you would be choosing All Countries in Asia)
If you want to ship only to Canada (for example) from Israel click on Destination-> Canada
If you don't want to ship to a country, say Saudi Arabia, scroll further down to Excluded Destinations
and remove all those Asian countries you don't want to ship to.
If you have questions about listing on dotCOM from overseas, you would be better to ask them on the UK, Irish, Canadian, or Australian sites, since that is what we are doing too.
If you prefer another language, choose a site that uses that language, like eBay France or eBay Spain.

Also you will need to provide valid tracking information. If you do not, then YOU take all the risk of delivery, not the buyer.
You need to remove that blurb from your item descriptions.
