I have sold the SAME leather coat 3 TIMES, and each time the buyer gives me some sob story about why they can't pay for it. What the hell is going on?? I am not relisting the coat, and I will never sell on eBay again.

If a buyer hasn’t paid within 4 days, on the 5th day you can go to your Seller Hub to cancel the transaction using the “Buyer hasn't paid” reason and this gives the buyer a strike and you can relist. In future to have eBay automatically cancel your transactions due to non-payment:

Or you can list as a Fixed Price item with Immediate Payment Required, no idea why this seems to be on the increase, but it seems to e happening a lot, buyer's playing games.

If you have your item, there is no scam.
....I am not relisting the coat, and I will never sell on eBay again. What an extreme statement for someone that has been selling on eBay for years.
You have a desireable item - list it with Buy It Now, Immediate Payment required to rid yourself of non-payers.

20 years on ebay and you don't know that's it's common practice for high bidders not to follow through with their bid? No surprise to me. That's why i stopped running auctions and only sell with fixed price/buy it now/immediate payment required.
Why are you mad at ebay? Be mad at the bidders.

When you list an item at auction, the buyer is not required to pay on the spot. So whenever you list at auction, there is a chance the buyer will not pay. (The same is true when the buyer or seller accepts an offer, too).
Your coat has "sold" three times for $77, $66, and $65. This gives you a very clear idea of what eBay buyers are willing to pay for it.
IMHO you should simply list it as a fixed price listing with 'Immediate Payment Required". That way, they must pay you at the time it sells.
