Why am I unable to send invoices or combine shipping on accepted counter-offers?

Over the past week or so, I've been noticing that when I accept a counter-offer ( to a sent offer, by me) the pending transaction is not going to the queue, :Orders awaiting payment, but rather instead, it disappears into a hard to locate "pending sale" category. The problem with this is it does not allow me to send a customer an invoice, nor does it allow me the opportunity to combine the shipping for customers buying multiple similar items. I know that when they pay for the items, I am notified, but why is there this interruption after the buyer and seller come to an agreement? Is anybody else having this problem? And if so, what measures have you taken to remedy this situation?

I know how to do that, but I up until very recently was able to simply send out an invoice, with combined shipping, THEN they pay, and that way, they aren't put out for shipping x 5, 10, 100, or however many items they counter in a lot. Customers aren't always comfortable advancing upwards of 50 to hundreds of dollars and then waiting on a refund. It's a bad buyer experience, and frankly, having this weekend losing a hundred dollar sale of multiple magazines, it's a bad seller experience as well.

The item is still available for sale until somebody pays, and not necessarily by the counteroffer you accepted. You can read more about this change here there:

Hence @bigstarchild1968 you cannot combine those accepted counteroffers, as each is a standalone to be paid by any buyer.
