I just made an account it took me days of sorting out bugs, paypal errors, bank card errors and emails from ebay but now it is working. I list 10 items and get the seller limit message.
Is this a joke?

New sellers are limited to what they can sell and how many listings they can make until they can prove themselves to ebay.

All sellers have selling limits. New sellers' limits are more strict until they can show a history of successful transactions.

That's why. eBay doesn't want to be on the hook to your buyers if you are not going to do your job. So they limit you. And they do small increases until they feel you are an excellent seller.
I have a limit and I've been selling here forever. It's a big limit-but a limit nonetheless.

ebay is a caring entity - they don't want you to injure yourself - they care for buyers.

No, not a joke. You have to prove yourself first. You have to show a history of successfully completed transactions.
Ebay doesn't know if you will be a performing or non performing seller. They don't want buyers disappointed. Think of it as probation.
Of course, you know all Ebay's policies and procedures, what the metrics are for seller performance, how to find out what your ranking is, and what Ebay Buyer Protection policies are, right?

It is good you are starting out with the lower priced smalls, You will gain experience and feedback quickly, if you make a mistake it wont break your bank.

It can take several months before limits are raised, so be prepared to wait it out patiently. When sales are made, and positive feedback is received from satisfied customers, eBay will consider lifting new-seller limits.
Use these months to learn about growing your eBay business. It takes more than just putting an item out there and hoping it sells. Right now, the quality of your listings is more important than the quantity. Ebay is judging your worthiness from the information provided there. After seeing your listings, I noted some areas that need attention.
For example, you have listed a lot of 3 spools of different colored ribbon. First, there are no Item Specifics describing it, more are needed, such as these: What is it made of? How many in the lot? How much is on the spool? What is the size of the ribbon, its length and width (in inches and yards)? What color?
Second, there is practically no information in the Description field. Expanded answers to the same questions above should appear there, along with any flaws or irregularities.
Next, several of your listings show Free Shipping, going from Thailand to the USA. Can you cover those shipping costs within the price listed? Or are you subsidizing the costs yourself in order to make a quick sale? Did you consider calculated shipping as an alternative?

I still remember the seller who before limits bought a bunch of merchandise he could ill afford, came here unprepared, and lost his shirt.
I am glad ebay puts limits on sellers and it is actually for their own good.
